O Dr. Stebbins concluiu a sua especialização em cardiologia no Medical College of Pennsylvania/Episcopal Hospital em Filadélfia. Concluiu a sua residência em medicina interna no Greenwich Hospital/Yale em Connecticut e depois obteve o seu doutoramento em medicina na Universidade de Massachusetts em Worcester, Massachusetts. Recebeu um diploma de Bacharelato em Artes da Universidade de Massachusetts/Amherst em bioquímica, com especialização em genética e química.
O Dr. Stebbins pratica cardiologia no sudeste de Massachusetts há mais de duas décadas. Anteriormente, foi Chefe de Cardiologia no Charlton Memorial Hospital em Fall River, onde trabalhou com muitos outros para trazer serviços cardíacos avançados para a área da Costa Sul, incluindo angioplastia coronária e cirurgia cardíaca. Além disso, fez parte de vários conselhos de administração de hospitais.
